The date commemorates a decree issued by Tsar Alexis I of Russia in 1649, which marked the beginning of organized fire control in Moscow. The modern Russian State Fire Service was formed after the dissolution of the Soviet Union, with legal foundations laid by the federal law “On fire control” adopted in 1994. Initially part of the Ministry of Internal Affairs, the fire service was reorganized in 2001 to become part of the Ministry of Emergency Situations. The State Fire Service comprises two main divisions: the Federal Fire Service and the Fire Services of the Federal Subjects of Russia, with scientific support provided by the Institute for Fire Defense and Scientific Research.
