The Communist Party of Vietnam Foundation Anniversary is observed annually on February 3 in Vietnam. This observance celebrates the founding of the Communist Party of Vietnam (CPV), which was established in 1930 by Phan Bội Châu during the Unification Conference in Hong Kong. The CPV is the ruling political party of the Socialist Republic of Vietnam, holding control over the state, media, and military. Although it is not a public holiday, the anniversary is popular among Vietnamese citizens. The highest organ of the party, the National Congress, meets every five years to set the party's direction and policies, while the Central Committee implements these decisions and elects the General Secretary, the party's highest office. The General Secretary can serve for two five-year terms and oversees various national issues, including security and foreign affairs.
