Human Rights Day is observed in Azerbaijan every June 18, a date established by President Ilham Aliyev in 2007, following the introduction of the Human Rights Protection State Program by President Heydar Aliyev in 1998. This program was designed to protect the legitimate rights of Azerbaijani citizens and ensure compliance with international legal standards. As a result of its implementation, thousands of Azerbaijanis received pardons, and the prison population was significantly reduced. The Council of Europe has acknowledged the efforts made under this program, which also serves as the foundation for the annual observance of Human Rights Day in Azerbaijan.
