This program was designed to protect the legitimate rights of Azerbaijani citizens and ensure compliance with international legal standards. As a result of its implementation, thousands of Azerbaijanis received pardons, and the prison population was significantly reduced. The Council of Europe has acknowledged the efforts made under this program, which also serves as the foundation for the annual observance of Human Rights Day in Azerbaijan.
