The initiative for this observance came from the Administrative Council of Bryansk and was supported by the Federation Council and signed by the president. The day serves to pay tribute to those who significantly contributed to the victory of the USSR and Allied forces. Similar memorial observances exist in other former Soviet countries, such as Ukraine, which celebrates the Day of Partisan Glory on September 22.
