This professional holiday, established by President Nursultan Nazarbayev in November 2013, celebrates the country's cultural heritage and honors those who contribute to its preservation and enrichment. Originally instituted in 1998 and celebrated on the last Sunday in September, the date was changed to May 21, with the previous date now designated as Labor Day. On this day, art and culture workers receive letters of gratitude from state and local authorities. Celebrations include concerts, awards ceremonies, meetings, forums, festivals, and cultural programs, with the most notable events taking place in the capital city of Astana. As a working holiday, festivities are sometimes moved to the nearest weekend to allow greater public participation.
