This professional holiday was established legislatively in 2013, although it has roots dating back to 1966 when it was celebrated in the Soviet Union on the fourth Sunday of July. Following changes in legislation in 1988, the holiday was moved to the third Sunday in March. After the collapse of the Soviet Union, retail trade workers in Russia and other Commonwealth of Independent States (CIS) nations celebrated their holiday twice a year until the decree by President Vladimir Putin officially designated the current date.
